Similar to the US, you probably know each region of England has its own accent or dialect. Even London has multiple accents (Cockney, anyone?). And then there's Received Pronunciation (RP), or "the Queen's English." This is fairly close to what Sherlock's accent is (I think JLM uses his own accent here). He would've had it drilled in him since birth as he likely would've had a posh upbringing.
"CBS Sherlock Holmes series Elementary has cast Roger Rees in a guest role. The Welsh actor will play a pivotal figure from Holmes's past, Entertainment Weekly reports. Rees is currently only signed for a single appearance but his character may recur later in the first season of the Conan Doyle adaptation, which stars Jonny Lee Miller as Holmes and Lucy Liu as his partner Joan Watson. Elementary exec Robert Doherty previously hinted that the show is "likely" to introduce the detective's estranged father."
He's Welsh, but he usually does a very posh English accent.
Jonny Lee Miller's accent is very middle class Londoner -- compare to Benedict Cumberbatch's more "posh" Oxbridge accent. Jude Law has an accent similar to Miller's -- both are suburban Londoners from well-to-do families, but not particularly "posh" speaking.
